The Development Bureau and the Harbourfront Commission, guided by the principle of “incremental approach,” have transformed the waterfront site at Belcher Bay in Kennedy Town into a public leisure space. Formerly a cargo loading and unloading area, the site has now been redeveloped with public installations themed around shipping pallets, providing a new place for residents to relax and enjoy.
